TN's Declining Share — The Demographic Penalty
Tamil Nadu's share in the central divisible tax pool has declined from ~6% (2000s) to 4.189% (15th FC). This is largely because Finance Commission formulas reward population growth — and TN successfully controlled its population through better human development. TN, having achieved lower fertility rates earlier, "penalised" itself by losing weight in population-based devolution criteria.

GST Transition — TN's Structural Loss
GST is a destination-based tax — revenue accrues to the state where goods are consumed, not where they are produced. Tamil Nadu, being a major manufacturing and exporting state, historically collected more under the origin-based Sales Tax system. Under GST, part of TN's tax base shifted to consuming states. The central government provided compensation for 5 years (2017-22), but post-compensation, TN faces a structural revenue gap of ₹8,000-12,000 crore annually according to TN Finance Ministry estimates.

Income Distance Formula — The Prosperity Penalty
The largest criterion (45%) is "income distance" — how far a state's per capita income is below the national average. Poorer states get more; richer states get less. TN, being above-average in income, receives less under this formula. Critics argue this penalises successful states and reduces the incentive for development.
Demographic Performance Bonus
TN benefits from the 12.5% weight for demographic performance — states that achieved lower fertility rates earlier (like TN, Kerala, Himachal Pradesh) get rewarded. This partially offsets the population share loss from not counting population growth.
